Uma análise preliminar do novo plano diretor participativoem Volta Redonda (RJ): implementando mudanças institucionais, econômicas e sociais?

Abstract

O presente trabalho surge com o objetivo de compreender as atuais políticas de desenvolvimento estruturadas na cidade de Volta Redonda, por meio das diretrizes estabelecidas pelo Novo Plano Diretor Participativo (NPDP) da cidade, analisando se estas políticas públicas têm sido implementadas de forma participativa, conforme foram instrumentalizadas nos dispositivos jurídicos do município. Para isto, faz-se necessário um levantamento bibliográfico das transformações que foram incluídas no processo de organização institucional, planejamento e implementação das políticas urbanísticas do município. Assim como se torna fundamental a análise dos novos atores envolvidos nesses processos, principalmente por meio do Conselho Municipal de Desenvolvimento Urbano (CMDU), órgão instituído pelo Plano Diretor Participativo de Volta Redonda (Lei Municipal 4.441/08 art. 101). E nesse cenário de mudanças institucionais, econômicas e sociais o maior desafio do Plano Diretor de Volta Redonda está na consolidação das diretrizes já propostas pela própria Lei Municipal principalmente no que tange as políticas de desenvolvimento local.

This paper appears with the aim of understanding the current development policies structured in the city of Volta Redonda, through the guidelines established by the New Participative Master Plan (NPDP) of the city, analyzing whether these policies have been implemented in a participatory manner, as were manipulated in the legal devices of the municipality. For this, it is necessary to review the literature of the transformations that were included in the institutional organization, planning and implementation of urban policies of the municipality process. Just as it is essential to analyze the new actors involved in these processes, especially through the Municipal Urban Development Council (CMDU), a body established by a management plan Volta Redonda (Municipal Law 4,441 / 08 art. 101). And in the institutional, economic and social changes scenario the biggest challenge of the Master Plan of Volta Redonda is the consolidation of guidelines already proposed by the Municipal Act itself. Especially regarding policies for local development.
