Procesos de intervención y transformación con inteligencia territorial

Abstract

Dos iniciativas relacionadas con la planificación y el ordenamiento urbano y territorial en La Plata, Buenos Aires, Argentina, entran en diálogo con tres perspectivas teóricas presentes en la Red Científica Latinoamericana TAG Territorios Posibles, integrante de la INTI International Network of Territorial Intelligence. Se trata del COUT Consejo de Ordenamiento Urbano y Territorial, en funcionamiento entre 1996 y 2008, y de la respuesta dada por el Estado a unas 5.775 viviendas y 21.224 personas afectadas por las inundaciones excepcionales del 2 de abril de 2013. Si bien las iniciativas fueron impulsadas desde el Estado – municipal y provincial, respectivamente- también participaron actores de las “cuatro patas de la mesa” de la Inteligencia Territorial: políticos, comunidades, mundo empresario y científicos. Esta situación valoriza el ejercicio central del trabajo: reflexionar acerca del vínculo entre los resultados de las iniciativas y tres de las variadas perspectivas teóricas presentes en la INTI Network; en resumen: a) articulaciones y desarticulaciones entre las “cuatro patas de la mesa”, b) presencia de cuatro rasgos de la transformación en los participantes de cada proceso: cuerpo y alma, sociales, ambientales/territoriales y decisionales; y c) reconocimiento de acontecimeintos en tiempoespacio representativos de cada Proceso de Intervención y Transformación con Inteligencia Territorial o bien con desinteligencia territorial.

Two initiatives related to the planning and urban and territorial arranging in La Plata, Buenos Aires, Argentina dialogue with three theoretical perspectives present in Red Científica Latinoamericana TAG Territorios Posibles, which integrates the INTI International Network of Territorial Intelligence. This is about the COUT, Urban and Territorial Arranging Board, functioning between 1996 and 2008, and about the response given by the State to 5.775 homes and 21.224 inhabitants affected by exceptional floods of second of April, 2013. Even though the initiatives were impulsed by the State –municipal and provincial, respectively- there were also other actors from the “four legs of the table” of Territorial Intelligence: politicians, communities, business world and scientists. This situation price the principal execution of work: to reflect on the bond between the results of initiatives and three of the varied theoretical perspectives present in the INTI Network; to sum up: a) articulations and dismantling between the “four legs of the table”, b) presence of four characteristics of the transformation in the participants of each process: body and soul, social, environmental/territorial and decision making changes; and c) recognition of events in time and space which represent each Process of Intervention and Transformation with Territorial Intelligence or with Territorial Ignorance.
