El aporte de la tecnología de la información para enfrentar los nuevos desafios urbanos

Abstract

Las ciudades de los países centrales, como emergentes, están viviendo, en simultáneo, dos procesos cuya dimensión no ha tenido precedentes: la urbanización descontrolada y la revolución tecnológica. El primer proceso genera desafíos aún irresueltos y el segundo genera oportunidades de resolución de estos problemas. El conector teórico-conceptual de ambos procesos es el concepto de “ciudades inteligentes”, como un tipo de ciudad que aplica herramientas tecnológicas de forma inteligente para resolver los nuevos desafíos urbanos. Hoy, sin embargo, aún no existen ciudades inteligentes, sino solamente ciudades que implementan proyectos inteligentes. El desafío es, entonces, la creación de ciudades inteligentes. Pero este desafío no es tanto un desafío tecnológico, sino de política y gestión. Para crear una ciudad inteligente, es necesario que las políticas y los mecanismos de gestión sean, también, inteligentes.

The cities in both central and emerging countries are simultaneously experiencing two processes with unprecedented dimensions: an uncontrolled urbanization and a technological revolution. The first process produces challenges that have yet not been solved and the second created opportunities for the resolution of these problems. The theoretic concept that links these two processes may be the concept of “smart cities”, as a type of city that employs technological tools in an intelligent manner in order to solve the new urban challenges. However, the world today does not yet have smart cities, but only cities that implement smart projects. The challenge is, therefore, the creation of smart cities. But this challenge is not as much a technological challenge, but mostly a policy and management challenge. In order to create a smart city, it is necessary that the policies and management mechanisms be, also, intelligent.
