Paisajes inundables: el proyecto de paisaje como herramienta de intervención en la cuenca del Arroyo El Gato

Abstract

Las inundaciones son uno de los fenómenos que evidencian los desequilibrios territoriales en la Región, ya sea por las sucesivas crecidas del Río de La Plata o lluvias extraordinarias en un corto lapso de tiempo. "Paisajes Inundables" surge como idea fuerza para reinterpretar la relación "Agua - Ciudad" a través de un Proyecto de Paisaje integrador y participativo en la Cuenca del Arroyo del Gato. El proyecto de paisaje no tiene culminación, sino que se va terminando de configurar a través del paso del tiempo. Por lo tanto, se entiende al paisaje como una forma de “mirar” y el proyecto de paisaje como una forma de “actuar” sobre el territorio. Intervenir sobre el territorio desde una mirada paisajística implica ser consciente de las transformaciones que en él se han dado y la importancia de pensar en las generaciones futuras. Implica también, reconocer la estrecha relación entre cultura y naturaleza, donde lo más importante es construir nuevos vínculos entre el hombre y el medio que lo rodea, en pos de establecer una relación armónica con el ambiente natural y reducir la vulnerabilidad frente a los fenómenos críticos que afectan la región. Este Proyecto pretende constituirse como herramienta de gestión del territorio para los Organismos Provinciales y Municipales con competencia en la Cuenca, para permitirles llevar adelante programas, proyectos y acciones, en forma coordinada y articulada en pos de mejorar la calidad de vida de la población y las condiciones del ambiente natural y antropizado de la Cuenca. Teniendo en cuenta que la Cuenca del Arroyo del Gato es altamente representativa en términos de conflictos ambientales, sistema hídrico y población involucrada, este trabajo establece lineamientos estratégicos que buscan ser replicables en otras cuencas y sistemas de arroyos de la Región; para colaborar así con la sustentabilidad regional.

Floods are one of the phenomena that show the territorial imbalances in the Region, either due to the successive floods of the La Plata River or extraordinary rains in a short period of time. "Floodplains" arises as a powerful idea to reinterpret the "Water - City" relationship through an integrating and participatory Landscape Project in the Arroyo del Gato Basin. The landscape project does not have a culmination, but rather it is being completed through the passage of time. Therefore, the landscape is understood as a way of "looking" and the landscape project as a way of "acting" on the territory. Intervening on the territory from a landscape perspective implies being aware of the transformations that have occurred in it and the importance of thinking about future generations. It also implies recognizing the close relationship between culture and nature, where the most important thing is to build new links between man and the environment that surrounds him, in order to establish a harmonious relationship with the natural environment and reduce vulnerability to critical phenomena. that affect the region. This Project aims to become a tool for territorial management for Provincial and Municipal Bodies with competence in the Basin, to enable them to carry out programs, projects and actions in a coordinated and articulated way in order to improve the quality of life of the population and the conditions of the natural and anthropized environment of the Basin. Bearing in mind that the Arroyo del Gato Basin is highly representative in terms of environmental conflicts, the water system and the population involved, this work establishes strategic guidelines that seek to be replicable in other basins and stream systems of the Region; to collaborate with regional sustainability.
