Cartografías intencionadas de un territorio fluvial: representaciones e interpretaciones del Río Reconquista y su transformación

Abstract

El territorio fluvial del Reconquista, uno de los tres grandes ríos que atraviesan la Región Metropolitana de Buenos Aires, es desde su temprana ocupación afectado por recurrentes inundaciones. Durante la segunda mitad del Siglo XX, grandes obras de ingeniería hidráulica transformaron el recorrido del río. Según planteamos, dichas transformaciones remiten a un territorio cada vez más ocupado pero, también, a las soluciones técnicas que, en cada momento, se pensaban frente a las inundaciones. Sobre esas cuestiones, propias de un territorio eminentemente móvil, nos propusimos construir una lectura crítica desde cartografías intencionadas. El trabajo se enmarca en un Atlas territorial comprensivo del territorio de la cuenca Reconquista que estamos desarrollando en el Instituto de Arquitectura y Urbanismo de la Universidad Nacional de San Martín, como una forma de describirlo y problematizarlo, y al mismo tiempo como un punto de partida para pensar en las alternativas de su transformación.

The fluvial territory of Reconquista, one of the three great rivers that cross the Metropolitan Region of Buenos Aires, has long been affected by recurring floods. During the second half of the 20th century, major hydraulic engineering works transformed the course of the river. These transformations refer to an increasingly occupied territory and also to the technical solutions thought to address floods. On these issues, typical of an eminently mobile territory, we set out to build a critical reading from intentional cartographies. The work is framed in a comprehensive territorial Atlas of the Reconquista river basin that we are developing in the Institute of Architecture and Urbanism at Universidad Nacional de San Martín. It is intended as a way of describing and problematizing it, and at the same time as a starting point to think about the alternatives of its transformation.
